Implementation Opinions on Further Reducing Logistics Costs

Logistics is an important link in unblocking the national economic cycle. In recent years, efforts to reduce logistics costs and increase efficiency have been actively promoted, and the level of social logistics costs has remained steadily declining. However, problems such as high logistics costs and low efficiency in some fields still remain prominent. Especially affected by the COVID-19 epidemic, social logistics costs have risen periodically and are difficult to adapt to the requirements of building a modern economic system and promoting high-quality development. In order to implement the decision-making and deployment of the Party Central Committee and the State Council on coordinating epidemic prevention and control and economic and social development, further reduce logistics costs, improve logistics efficiency, and accelerate the restoration of production and living order, the following opinions are now put forward.

I. Deepen reforms in key links and reduce logistics institutional costs.

(1) Improve the procedures for handling licenses and permits. Accelerate the electronization of qualification licenses in the transportation field and promote online endorsement handling. Optimize the cross-provincial parallel licensing service for large-piece transportation and further improve the approval efficiency. (The Ministry of Transport is responsible.)

(2) Scientifically promote the governance of vehicle overloading. Deepen the normalization and institutionalization of joint law enforcement for overloading governance, refine the law enforcement process, and strictly implement the unified national overloading law enforcement standards. Carry out the work of governing illegal modifications of freight vehicles by vehicle type and in stages, and gradually phase out various non-compliant vehicle models. Organize and carry out special governance actions for atmospheric pressure liquid dangerous goods tank trucks. (3) Maintain the normal order of the road freight market. Establish a regular working mechanism for severely cracking down on highway and national and provincial highway bandits, unblock complaint and reporting channels, and focus on standardizing market order in fields such as vehicle passage, parking services, and road rescue. (4) Optimize the management of urban distribution vehicle passage and parking. Continuously promote the demonstration project of urban green freight distribution. Improve the three-level distribution network supported by comprehensive logistics centers, public distribution centers, and terminal distribution outlets, and reasonably set up relevant facilities for urban distribution vehicle parking and loading and unloading. Encourage the development of intensive distribution methods such as joint distribution, unified distribution, centralized distribution, and time-sharing distribution. Improve the management of urban distribution vehicle passage, clarify the concept and scope of urban distribution vehicles, relax traffic restrictions on standardized light and micro distribution vehicles, and give more traffic conveniences to new energy urban distribution vehicles. Study and incorporate the construction of urban distribution vehicle parking and unloading sites into urban construction and architectural design specifications. (5) Promote customs clearance facilitation. Promote the paperless operation documents in ports, ports and other places, shorten the circulation time of documents, and improve the efficiency of cargo entering and leaving ports. Relying on the international trade "single window", carry out pilot projects of two-way interaction between supervision, inspection instruction information and port information to improve the speed of import and export cargo withdrawal. Continuously promote "advance declaration" for import and export and optimize the "two-step declaration" customs clearance mode. Sort out approval management matters and supervision certificates in shipping and customs clearance links, and cancel or withdraw from port verification according to regulations for those that are unreasonable or cannot meet supervision needs. (6) Deepen railway market-oriented reforms. Select regions with dense railway networks, large freight demand, and relatively prominent contradictions between transportation supply and demand, and some important railway freight lines (including the evacuation system) to carry out comprehensive pilot projects of railway market-oriented reforms. By introducing market competition mechanisms, carry out reforms in investment and financing, planning and construction, operation management, performance management, transportation organization, etc. Continuously improve the flexible adjustment mechanism of railway freight transportation prices and promptly and sensitively reflect market supply and demand relations. Further relax market access and attract social capital to participate in the construction and operation of logistics facilities such as railway freight yards and warehouses.
